Donaldson also noted that Northern Ireland's advanced manufacturing ecosystem and infrastructure are well-positioned to attract further investments from developers.

The development plan also includes a £60 million mixed-use regeneration initiative, City Quays 5, featuring office, retail, hospitality, and exhibition spaces. Additionally, the City Quays 4 scheme will add 325 homes, including affordable housing, with a longer-term plan to add an additional 3,000 homes by 2030. These projects aim to create a vibrant waterfront area that serves as a focal point for tourism, business, and community life.

Belfast Port's Growth Strategy

Belfast Harbour's ambitious £313 million investment program is designed to propel regional growth and economic development through a multifaceted strategy focusing on five key objectives that span economic development, infrastructure improvements, and environmental sustainability.

The strategy, titled "Advance Regional Prosperity 2025-2029," outlines significant investments in both the port and Harbour Estate, with £208 million allocated for port improvements and £105 million for estate regeneration and waterfront development.

Key projects include the construction of a new £90 million deepwater quay, which will enhance the port's capacity for offshore wind turbine assembly and installation, as well as accommodate some of the world's largest cruise vessels.

The investments are expected to significantly boost tourism revenue, generating £20-25 million annually from cruise visitors.

The deepwater quay project is particularly noteworthy, with stage one expected to be completed by 2027-28, initially supporting cruise tourism, and stage two due by 2030, further strengthening the infrastructure to facilitate the assembly and installation of next-generation floating offshore wind farms.

According to Joe O'Neill, Chief Executive of Belfast Harbour, "Belfast Harbour's goal is to drive regional prosperity by developing the port and estate, so that everyone benefits. This strategy will see us optimise our strengths, innovate for growth, and invest in new opportunities that meet the needs of our customers, tenants and communities."

Additionally, Conor Murphy, Minister for the Economy, stated, "I welcome the plans for investment in the Port and the Harbour Estate which Belfast Harbour has detailed in its new strategy. The proposed investments support my department's strategic objectives of creating good jobs and reaching net zero by 2050 and will provide tangible benefits for the economy."

The investment program also includes other significant projects such as the delivery of new, sustainably powered cranes, the planning and design for the rebuild of Stormont Wharf, and the construction of new BREAAM Excellent sustainable warehouses.
